Raymond Frost and Dr. Vincent E. Tomlinson, Minister of the First Universtalist Church on 66 Pleasant St. in Worcester, approached the Boy Scouts of America at 500 5th Avenue in New York City. In September 1915, the group was chartered as "Troop 54" Mr. Frost served as the troop's first Scoutmaster.
